I have an application that can log into both our test and production database. Is there any function anyone knows about that will return the name of the database the user is currently logged into?

Use GET_APPLICATION_PROPERTY(CONNECT_STRING) but if you have code that can move you to a different database, look at NAME in V$DATABASE.
