sir @littlefoot already suggested good
http://kashif-oracle-forms.blogspot.co.at/2009/07/types-of-triggers-in-forms.html
Pre-Record Trigger Fires during the Enter the Record process, during navigation to a different record.
When-New-Record-Instance Trigger Fires when the input focus moves to an item in a record that is different than the record that previously had input focus.
Specifically, it fires after navigation to an item in a record, when Oracle Forms is ready to accept input in a record that is different than the record that previously had input focus.
This trigger fires whenever Oracle Forms instantiates a new record. In a multiple-form application, this trigger does not fire when focus changes from one form to another.
