crowd. Well, since you are not able to tell us what error you actually get, or even post the output of "set", like BlackSwan asked, so that we can spot possible errors in your environment, then I guess you will have to figure out your problem yourself.

Do you have another Oracle product installed on your computer, or is 10g database the only one? Did you try to set the TNS_ADMIN system variable to point to TNSNAMES.ORA file which contains aliases to all databases you use?
[I suppose that "7.14 PL/SQL" is PL/SQL Developer ver. 7.14]
